Regan began teaching university level courses in government at various SUNY colleges and later became Buffalo City Councilman-at-Large and the President of Bison Liquor Company, Inc. in Buffalo, N.Y. He left in 1971 to become the Erie County Executive for seven years, running the fourth largest government unit in New York with 9,000 employees, providing health, library, community college and other urban services to the Buffalo Metropolitan area. In 1978 Regan ran for New York Comptroller and won. As Comptroller, he was responsible for 2,400 employees, accounting, auditing and financial oversight functions for state and local governments, with a special emphasis on New York City during the fiscal crisis. He was a member of the Presidential Commission of Industrial Competitiveness.
